IATA IBCS Consolidator
What is IATA IBCS?IBCS (IATA BSP Consolidator System) has been developed by IATA Financial Distribution Services (IDFS), the IATA division responsible for managing and operating the 68 Billing and Settlement Plans (BSPs), around the world, and Air Promotion Group (APG) a French firm engaged in aviation distribution. The two organisations closely collaborated in the design of the IBCS program, constructing for airlines a desirable "variable cost" methodology for joining the IATA Billing and settlement Plans.
Who can take part in the IBCS program?
IBCS is open to all airlines operating scheduled services, on the same terms, whether or not they are members of IATA, provided they are not already BSP participants in the country concerned.
How does IBCS program work?
The airline signs a tri-partite IBCS Airline Services Agreement with IATA and APG to join the BSP in question, and executes a limited "Power of Attorney" enabling the APG Associate in the BSP territory to deal with the BSP on its behalf. Upon acceptance of the agreement by the local BSP, the airline becomes a full participant in that BSP.
What are the costs?
Normal BSP participation charges include joining fees, varying between USD 5,000 and USD 25,000, depending on the size of the BSP, compulsory monthly administrative charges of up to USD 1,500; and per SCU charges of up to USD 1 with surcharges of 50% for non-IATA carriers.
IBCS charges, conversely, are linked directly to the value and number of transactions processed through the BSP. IBCS' initial joining fee and annual fees are nominal. And there are no fixed monthly fees.
